Ecological,
Environmental or Resource Economist
The Houston Advanced Research Center (HARC) seeks to hire an ecological,
environmental or resource economist to direct the Centers ecological
economics program . This program uses economic approaches to estimate
non-market values of the natural environment and introduce these values
into planning and decision-making processes. The individual will have
the opportunity to develop and conduct innovative and policy-relevant
ecological economics research and interact with other scholars, the policy
community and other stakeholders.
The successful applicant will be an ecological, environmental or resource
economist with a Ph.D. in economics and be familiar with grant writing
as well as publishing in peer-reviewed periodicals.

The School of Forestry & Wildlife Sciences, Auburn University, has a
number of graduate research
assistantship in forest resource and environmental economics/policy with
immediate availability. The
annual salary is $17,450 for a PhD candidate and $14,930 for a MS candidate,
plus tuition waiver.
Assistantships are awarded for a period of 36 months for a PhD and 24 months
for a MS candidate.
Extensions depend upon the needs of the project and availability of funds
in the contract or grant.
The applicant with research and/or field experience in forest, natural
resources, or water and environmental
management/economics/ policy is preferred but not necessary. A degree
in economics, statistics, mathematics, forestry, ecology, agriculture,
management, political science, law, economic geography, economic history,
or other related discipline is required. The candidates will be involved
in projects related to urban forest and landscape, watershed management,
non-market valuation, private forest management, or self-designed projects.

POSITION FOR ECONOMIST
This position is for an Urban and Regional Economist, but many
students in environmental economics also take fields in urban and regional,
so we would be indebted if you would bring this announcement to the attention
of any students or recent graduates who might be qualified.
The Department of Economics invites applications for a tenure-track position
at the Assistant Professor level starting in September 2006. The position
is in applied urban and/or regional economics. Candidates with urban and/or
regional economics as a secondary field will also be considered as long
as future research and teaching interests lie in urban and/or regional
economics. We are particularly interested in candidates with good econometrics
skills. The University of Cincinnati is a research-oriented institution.
Candidates should have strong training in economic theory and econometrics,
and a demonstrated commitment to high-quality research. The position requires
teaching both graduates and undergraduates. Candidates are expected to
have their Ph.D.s in economics completed by August 2006. Interested candidates
should submit a letter of application describing their current research,
a curriculum vita, three letters of recommendation, and a sample of their
work. For fullest consideration, all materials should be received by December

Sitlington Enriched Graduate Scholarship
Several scholarships are available for doctoral study in the Department
of Agricultural Economics at Oklahoma State University. Each scholarship
provides a stipend of $24,000 for up to three years plus $1,000 research
support annually, medical insurance, and a tuition waiver. Previous completion
of an M.S. degree in a related field is preferred. Successful applicants
will complete a core program in economic theory and quantitative methods,
one or more areas of specialization within agricultural economics, and
conduct research in one or more of the following areas:

· Crop/Livestock Marketing
· Crop/Livestock Production Systems
· Traceability and Biosecurity
· Demand Analysis
· Rural Development and Cooperatives
The Dept. of Ag Econ has 27 full-time faculty and 60 graduate students

British Chevening Scholarships to study
in the UK for 2006
The British Chevening India programme is open to Indian nationals with
a valid Indian passport. The age criteria for most programmes is 25 to
35 years as on 30 November 2005 with a few exceptional programmes where
upper age limit is up to 40 years. The scholarships are available to pursue
further studies/professional development under the following schemes:
(1) ONE-YEAR MASTERS PROGRAMME at any UK university for scholarships in
the fields of sustainable development, economic governance, finance, public
administration and science.
(2) SHORT-TERM PROFESSIONAL PROGRAMME - for young, high-flying and dynamic
working men and women from among corporate managers and executives, print

DISCCRS Rationale: After years of specialization, today's graduates increasingly
find themselves on a multi-dimensional trajectory that requires a breadth
of knowledge sufficient to make connections between distant disciplines,
and a global network of colleagues from different backgrounds. It can
take years to gain the necessary collegial networks and experience to
work effectively. DISCCRS, an initiative funded by NSF and NASA, seeks
to jump-start the process.
Recent Ph.D. graduates from all disciplines and countries are invited
to join the DISCCRS program and apply to be a DISCCRS Symposium Fellow.
Symposia: Annual symposia, funded for 2006, 2007 and 2008, will bring
together 36 new scholars from the physical/natural and social sciences
to foster understanding across disciplines and catalyze formation of an
interdisciplinary, international collegial network. Participants will
present their research in plenary sessions. Established interdisciplinary
professionals will be on hand to share their perspectives. Consultants
will teach participants to communicate across disciplines and with a non-specialist
audience. Representatives of Federal agencies will describe programs and
funding opportunities.
Eligibility: Graduates completing Ph.D. requirements between Oct. 1,
2002 - Sept. 30,2005 are eligible to apply for the DISCCRS II Symposium.,
to be held March 26 - April 2, 2006 at the Asilomar Conference Center,
CA.
Application deadline is October 2, 2005.
Support for symposium travel and on-site expenses will be provided for
selected applicants.
Electronic Resources: An electronic newsletter and web-based resources
make the DISCCRS program accessible to a global audience. A unique feature

Conference Overview
CISSE 05 provides a virtual forum for presentation and discussion of the

The presentation of the WIDER study on New Sources of Development Finance:
Funding the Millennium Development Goals, by Professor A.B. Atkinson at

the annual conference of the Southern Economic Association to be held November

Scottish International Scholarships Programme
The Scottish Executive is offering 6 scholarships for students from India
during the academic year 2005/6. The scholarships are available for courses
at any Scottish higher education institution.
Level:
Masters of not more than 12 months based in a Scottish higher education
institution.
The scholarship covers the tuition fees and a living allowance.
Subjects covered:
Priority will be given to applications in the fields of science and technology
and creative industries (arts, design and culture), but this does not
mean candidates cannot apply in other fields. Medicine and Dentistry are
excluded.
Eligibility criteria:
You must meet the following criteria to apply:
· be a permanent resident of India and staying in India at the
time of application
· be between 25 and 35 years old at the time of application.
· have between 3 and 5 years relevant working experience
· have a good working level of English demonstrated by an IELTS
test result of at least 6.5 on the academic module with no individual
band less than 6.0
· not currently be working or studying in the UK
· not be in receipt of any other scholarships or award for the
academic year 2005/6
· hold a good first degree in a related subject from a recognized
university
· not have received UK government funding in the past

2005 National Workshop of the Economics
and Environment Network (EEN)

Following the format of the highly successful 2003 Economics and Environment
Network (EEN) Workshop of the Australian National University, the 2005
EEN Workshop will comprise papers in a single session, each with a discussant,
and plenty of time for dialogue on frontier issues in environmental, resource
and ecological economics. Papers will be selected blind by
a Program Committee of Dr Lata Gangadharan (U. Melbourne), Dr Steve Hatfield-Dodds
(CSIRO, and President, ANZ Society for Ecological Economics), Dr Nigel
Jollands (Massey U. & Landcare Research Ltd), Dr Tom Kompas (ANU &
ABARE), Dr John Mullen (NSW Agriculture and past editor, Australian Journal
of Agricultural and Resource Economics), Dr Jack Pezzey (ANU), Dr John
Rolfe (Central Queensland U.) and Dr Steve Schilizzi (U. Western Australia).
Our expectation is that presenting authors will have at least half their
within-Australia and cross-Tasman travel expenses and Canberra accommodation
expenses paid for by EEN. Prizes will be awarded for the best paper relevant
to current policy debates, and for the best paper by a graduate student.

THIRD
WORLD CONGRESS OF ENVIRONMENTAL AND RESOURCE ECONOMISTS

The third World Congress will be held at the Kyoto International Conference
Hall in 2006. The facility where the Congress will be held is most famously
the site of the 3rd Session of the Conference of the Parties (COP3) United
Nations Framework Convention on Climate Change that produced the Kyoto
Protocol. The Congress is organized by the Japanese Association of Environmental
Economists (called the Society of Environmental Economics and Policy Studies:
SEEPS), The Association of Environmental and Resource Economists (AERE)
and the European Association of Environmental and Resource Economists
(EAERE), in cooperation with the Latin American and Caribbean Association
of Environmental and Resource Economists (ALEAR). About 1000 people attended
the second World Congress in Monterey in 2002, and we are hoping for similar
attendance at Kyoto.
Kyoto was the capital of Japan for over 1000 years, and remains the center
of Japanese culture and history, an amazing blend of modern convenience
with ancient tradition. A myriad of temples, shrines, natural beauty,
old architecture, traditional arts and crafts can be found in Kyoto. The
historical monuments of ancient Kyoto have been recognized by UNESCO as
World Cultural Heritage sites. The Kyoto International Conference Hall
is located in the north of Kyoto city. The journey from Kansai International
Airport to Kyoto Station by the Kansai Airport Express train "Haruka"
takes around 75 minutes. From Kyoto Station, Kyoto International Conference
Hall is merely a 20-minute ride on the Subway Karasuma Line. Kyoto has
a wide variety of accommodations, from Western-style hotels to traditional
Japanese-style inns. The city has more than 20,000 guest rooms and accommodations
can be found to suit all tastes and budgets.

the usual array of conference sessions, symposia and invited keynote speeches,
the Congress organizers are considering adding some special events such

fare at the Congress are welcome.

Regional Meeting on IWRM
Integrated water resources management refers to the coordinated development
and management of water, land and related resources for optimizing economic
and social welfare without compromising the sustainability of vital environmental
systems. A regional meeting on Integrated Water Resources Management is
going to be held in Dhaka, Bangladesh on 9 January 2005. Center for Water,
Environment and Energy (CWEE), Coastal Area Resource Development and Management
Association (CARDMA), Member of IUCN, The World Conservation Union, Center
for Environmental and Geographic Information Services (CEGIS), GWP- Bangladesh
Water Partnership, and GLOBE Bangladesh are jointly organizing the meeting.
The objective of the meeting is to create, develop and share Integrated
Water Resources Management taking inputs from the expertise from South
Asia.
Call for Abstract:
This Call for Abstract is your invitation to join a broad range of
professionals to address the issues of integrated water resource management,
international river basins management and problems associated with reducing
water induced damages, making communities more sustainable and management
of floodplains and integrate coastal area. You are kindly requested to
submit a 1 page abstract (MS. Word format) describing the material to
be presented and its relevance to the IWRM, along with your brief bio
and contact information. A modest travel grant and local hospitality will
be provided to authors of selected papers. We expect to network and continue

Chevening Scholarships to study in the UK
The British Chevening India programme is open to Indian nationals with
a valid Indian passport. The age criteria for most programmes is 25 to
35 years as on 30 November 2004 with a few exceptional programmes where
upper age limit upto 40 and 48 years respectively is allowed. The scholarships
are available to pursue further studies/professional development under
the following schemes:
(1) ONE-YEAR MASTERS PROGRAMME at any UK university in any subject
(except medicine and related subjects) including law, human rights, management,
finance, accounting, arts and humanities, media studies, science and technology,
social science, new technology.
(2) SHORT-TERM PROFESSIONAL PROGRAMME - for young, high-flying and dynamic

for the electroplating industry. The project basically deals with preassessment

The
East African Integrated River Basin Management Conference, Morogoro, Tanzania,
7 - 9, March 2005
DEADLINE FOR ABSTRACTS EXTENDED UNTIL DECEMBER 15TH, 2004
Background
In Sub-Saharan Africa, institutional reforms are being developed to implement
Integrated Water Resources Management (IWRM) at the basin level. However,
these reforms have paid little attention to the nature of Africa's hydrological
environment, in particular its economic water scarcity. Water resources
are available, but the economic and technical means to improve water productivity,
distribution and predictability are often lacking.Various conditions warrant
specific responses to render reforms in water management effective. These
include: physical conditions (variable and unpredictable climate, geo-physiography),
socio-economic characteristics (the predominance of agriculture for economic
growth and poverty eradication), and the legal-institutional context (local
communal water tenure arrangements, under-resourced governmental line
and administrative agencies, strong donor presence, and many transboundary
basins).
A critical evaluation of ongoing water reforms in Sub-Saharan Africa
in the light of conditions and goals is vital to render future policy,
law formulation and institutional design and implementation more effective.
Aim of the conference
The aim of the conference is to bring together river basin professionals
and
researchers to critically discuss the tools of IWRM applied at the basin
level. The conference organisers feel that recent research demonstrates
that certain fashions in River Basin Management (RBM) may be outmoded
or require new thinking. Emphasis will be on innovative solutions; "thinking
outside of the box", and in rigorous analysis of existing approaches.
We are also interested in ideas that strongly challenge or defend the
very notion or building blocks of integrated river basin management.
Themes of the Conference
There are 6 'Themes' for papers and presentations and one workshop for
discussing the status of the Comprehensive Assessment of Water Management
in Agriculture.
Theme 1: Water productivity - methodologies and management
This theme will explore the definition, measurement and theory of water
productivity as well as giving space to case studies that demonstrate
how water productivity might be increased. Productivity includes ideas
of water efficiency and covers all sectors of water utilisation (e.g.,
agriculture, environment, etc.)
Theme 2: Environmental flow assessment
This theme of the conference will be devoted to the science and practice
of determining and meeting environmental flows. Papers will be accepted
that enrich the understanding of environmental water needs for Eastern
and Southern Africa. Emphasis will be given to papers that report on successes
in this managerially-difficult field.
Theme 3: Rainwater harvesting and micro irrigation
The organisers see rainwater harvesting and micro-irrigation as leveraging
more benefits from water in a basin. This theme will address the impacts
on poverty, livelihoods, and incomes, innovative strategies for scaling
up such technologies, and potential externalities, from an integrated
basin perspective.
Theme 4: Water governance and institutions (conflicts, legal framework,
tradeoffs, dialogue, community level management)
This theme of the conference is wide in scope, intended to attract papers
that progress the debate on water governance and institutions. The organisers
are looking for contributions that discuss the 'institutional fit' that
exists between different levels of formal and informal organisations,
relationships between local level, basin level, and other institutions
in river basins, how to provide a 'voice' to poor people in river basin
institutions, the role and future of statutory and customary law and institutions
for resource management and laws which in turn mediate the efficacy and
success of water interventions found in river basins. We hope to hear
from researchers who are able to suggest better ways of managing water
from these perspectives.
Theme 5: Water economics and livelihoods
The conference is interested in how water may be allocated between different
sectors on the basis of determining their relative economic and livelihood
benefits. Thus, of interest, will be papers that explore the methodology
and measurement of water valuations and that present innovative theories
or practices of allocating water based on sectoral assessments of value.
Theme 6: Modelling and Decision Aid Tools
A major problem facing decision-makers in complex river basins is decision-making
when faced with a wide range of information, dynamics and determinants.
Assisting decision-makers at all levels is therefore a key contribution
to the practice of river basin management. This theme would like to receive
papers that explore various dimensions of tools, methodologies, formats,
programmes and models that facilitate decision-making, conflict resolution
and public deliberations.
Workshop: Comprehensive Assessment of Water Management in Agriculture
The CA (www.iwmi.cgiar.org/assessment) is entering a synthesis phase,
piecing together research, practice and ideas into an assessment of water,
food, livelihoods, and environment. The assessment will contain information
and policy-relevant messages on trends, present conditions, possible response
options, and future scenarios and their implications for poverty and environment.
Topics include rainfed agriculture, water productivity, fisheries, river
basin management, water policies and institutions, with poverty, environment,
gender and health as cross cutting issues. This is a special CA discussion
session to develop and debate assessment messages. You are welcome to
join us to build an assessment that will help guide future investment
decisions.
Call for papers
Abstracts, not exceeding 300 words, are invited on any of the conference
themes. The abstracts should include the following information: Title,
name, postal and email address of author(s) for correspondence and communication.
Posters are encouraged as an alternative to papers. Authors whose abstract
has been accepted will receive instructions for preparation of a full
paper.
There are no strict rules for participation; but we favour contributions
from those working in Africa who submit thoughtful, innovative 'policy-friendly'
analyses. Abstracts should be copied to the two email addresses below.
In summary, the conference is expected to attract decision-makers, policy-analysts,
academics, practitioners, NGO's, researchers and consultants who are interested
in establishing a platform for the appropriate and carefully considered
design of river basin management in Sub-Saharan Africa. We welcome your

The Centre for Interdisciplinary Studies in Environment and Development

recruit immediately a person at the Research Assistant level for an interdisciplinary
project in forests, water and people.
Essential Qualifications
- An MA /MSc /M.Phil in Economics or Agricultural/ Resource/ Environmental
Economics
- Experience with fieldwork in rural areas and with application of economic
valuation methods
- Persons with higher qualifications could be considered for appointment
at Research Associate level.

· Interest in interdisciplinary work with natural scientists
Nature of work
The position is part of an ongoing project on 'Land-cover Change, Watershed
Services and Socio-economic Impact in the Western Ghats'. The appointed
person will work in an interdisciplinary team of social and natural scientists,
but will be responsible for the economic impact assessment of hydrological
change in certain sites. S/he will primarily be expected to: (1) design
the data collection /monitoring strategy, (2) conduct the data collection,
(3) carry out data analysis and participate in writing up of the results.
The work will involve close collaboration with hydrologists.
NATURE OF APPOINTMENTS & EMOLUMENTS
· The appointment will be on a contractual basis, initially for
a period of six months, to be extended by another 12 months. CISED will
make all efforts to retain high calibre researchers beyond the project
duration, subject to availability of suitable assignments.
· CISED's package of emoluments is competitive with other academic
institutions in India. Salary will be commensurate with qualifications.

Economics' (USSEE) Third Biennial Conference will be held July 20-23,
2005 at the new Tacoma Convention Center which has breath-taking views

The European Association of Environmental and Resources Economists(EAERE),
the Fondazione Eni Enrico Mattei (FEEM) and the Venice International University
(VIU) have announced for their annual European Summer School in Resource
and Environmental Economics for postgraduate students. Interested canditates
can apply for the course by 15th March 2004.
The European Association of Environmental and Resources Economists (EAERE),
the Fondazione Eni Enrico Mattei (FEEM) and the Venice International University
(VIU) are pleased to announce their annual European Summer School in Resource
and Environmental Economics for postgraduate students.
The School will take place from the 30th of June to the 7th of July,
2004 at the VIU campus on the Island of San Servolo, in Venice, located
just in front of Piazza San Marco. The theme of this year's Summer School
is Dynamic Models in Economics and the Environment. Manyareas in environmental
economics are dynamic in nature and require dynamic modelling in their
analyses. Examples are growth and environment, resource economics, stock
pollution and intertemporal welfare. The lecturers of this year's School
are experts in these fields. They will present state-of-the-art lectures
on recent developments and can give feedback to new research.

ADMISSION AND APPLICATION
The Summer School is targeted at PhD students. Admission to the School
is open to both European and non European citizens. Current EAERE members
only
can apply. It is conditional on admission, that each student must give
a presentation on their doctoral work, therefore applicants normally need
to be advanced in their PhD to have produced at least one substantive
chapter, but not to have completely finished their theses. Given the highly
interactive activities planned at the Summer School, the number of participants
is limited to 20.
FUNDING AND SCHOLARSHIPS
Thanks to the generous financial support from EAERE, scholarships
covering the cost of the Summer School are available for selected successful
students. Scholarships will be awarded to successful applicants who conform
to the criteria combining merit and financial need.

RESECON
Lincoln University, Christchurch, New Zealand has been awarded research
funding by the Foundation for Research Science and Technology to research
and model the value of ecosystem services in New Zealand. This research
will analyse and model the value to New Zealand of ecosystem services
for the arable, pastoral and horticultural sectors. We are seeking expressions
of interest in a Post Doctoral Fellowship at Lincoln University, to work
on this research project.
The position will be for 2 years commencing 1 October 2003,(with the
possibility of renewal for a further 1.5 years. Salary will be in the
range NZ$50,00 -$55,000.

The Ecological and Environmental Economics Programme, a joint programme
of the Abdus Salam International Centre for Theoretical Physics (ICTP),
the Fondazione Eni Enrico Mattei (FEEM) and the Beijer International Institute
of Ecological Economics, in collaboration with the Resource Accounting
Network for Eastern and Southern Africa (RANESA), is organising a teaching
workshop on Accounting for Urban Environment. The teaching workshop will
be held in Addis Ababa, Ethiopia, from the 5th to the 16th of January,
2004.
Workshop background and structure
In the last few decades environmental problems in urban areas within poor
countries pose an even more serious threat to human well being and health.
The teaching workshop will focus on urban environmental problems. A particular
emphasis will be given to water and air pollution - health effects, valuation
issues, policy design. However, the workshop will also deal with other
issues, such as solid waste.
The teaching workshop will be comprised of two sections:
- a teaching school, in which invited experts will illustrate the different
aspects of urban environmental problems;
- a workshop, in which participants studies and study designs will
be presented and discussed with the objective to investigate and improve
the presented studies.
In order to participate actively in the second part of the teaching workshop,
applicants must have chosen a research topic within the general field
of urban environment and constructed a corresponding preliminary research
plan. The more detailed description of the research topic and the corresponding
research plan are, the higher the benefit gained from the discussions
with their peers and with the resource persons taking part in the teaching
workshop. Furthermore, the selection of participants will, to a large
extent, be based on the research plan presented.
Application for participation
The teaching workshop is targeted to holders of post-graduate degrees
in eEconomics and in fields of direct relevance, with a good background
in Environmental EconomicsPhDs holders. Qualified candidates Scientists
and studentsfrom all countries that are members of the UN, UNESCO or IAEA
in Eastern and Southern Africa can apply. Applications from Africa, South
Asia and Latin America are highly encouraged. Only applicants under the
age of 40 are eligible. As this activity will be conducted in English,
participants should have an adequate working knowledge of this language.
As a rule, travel and subsistence expenses of the participants should
be borne by the home institutions. However, limited funds are available
for some scientists from developing countries, to be selected by the Organisers.
As scarcity of funds allows travel to be granted only in a few exceptional
cases, every effort should be made by candidates to secure support for
their fare (or at least half the fare) from their home country. The costs
associated with the participation of selected applicants can be covered
by the EEE Programme. It should be stressed that participants whose expenses
are covered by the EEE Programme are required to attend the entire teaching
workshop. For logistical reasons, the total number of participants is
limited. There is no registration fee for this activity.
